We revisit a recent puzzle about common knowledge, the ``sailboat" case (Lederman, 2018), and argue that Lewisian common knowledge allows us to reconcile the pre-theoretical intuition that certain facts are ``public" in such situations, while these facts cannot be common knowledge in the classical, iterative sense. The crux of the argument is to understand Lewisian common knowledge as an account of what it means for an event to be public. We first formulate this argument informally to clarify its philosophical commitment and then propose one way to capture it formally in epistemic-plausibility models. Taken together, we take the philosophical and the formal arguments as providing evidence that Lewisian common knowledge is a plausible account of what it means for an event to be public.
With the rapid proliferation of multimedia data in the internet, there has been a fast rise in the creation of videos for the viewers. This enables the viewers to skip the advertisement breaks in the videos, using ad blockers and 'skip ad' buttons -- bringing online marketing and publicity to a stall. In this paper, we demonstrate a system that can effectively integrate a new advertisement into a video sequence. We use state-of-the-art techniques from deep learning and computational photogrammetry, for effective detection of existing adverts, and seamless integration of new adverts into video sequences. This is helpful for targeted advertisement, paving the path for next-gen publicity.
We consider the process of opinion formation, in a society where there is a set of rules, $B$. These rules change over time due to the drift of public opinion, driven in part by publicity campaigns. Public opinion is formed by the integration of the voters' attitudes which can be either conservative (in agreement with $B$) or liberal (in agreement with peer voters). These attitudes are represented in the phase space of the system by stable fixed points. In the present letter we study the properties that an official publicity campaign must have in order to turn the public opinion in favor of $B.$
In this paper, facial expressions of the three Turkish presidential candidates Demirtas, Erdogan and Ihsanoglu (in alphabetical order) are analyzed during the publicity speeches featured at TRT (Turkish Radio and Television) on 03.08.2014. FaceReader is used for the analysis where 3D modeling of the face is achieved using the active appearance models (AAM). Over 500 landmark points are tracked and analyzed for obtaining the facial expressions during the whole speech. All source videos and the data are publicly available for research purposes.
We study how publicity in the science press, in the form of highlighting, affects the citations of research papers. Using multiple linear regression, we quantify the citation advantage associated with several highlighting platforms for papers published in Physical Review Letters (PRL) from 2008-2018. We thus find that the strongest predictor of citation accrual is a Viewpoint in Physics magazine, followed by a Research Highlight in Nature, an Editors' Suggestion in PRL, and a Research Highlight in Nature Physics. A similar hierarchical pattern is found when we search for extreme, not average, citation accrual, in the form a paper being listed among the top-1% cited papers in physics by Clarivate Analytics. The citation advantage of each highlighting platform is stratified according to the degree of vetting for importance that the manuscript received during peer review. This implies that we can view highlighting platforms as predictors of citation accrual, with varying degrees of strength that mirror each platform's vetting level.
One of the important problems of a modern society - communications. At all readiness of this question both humanitarian, and engineering science, process of transfer and information reception remains in the centre of attention of researchers. The dialogue phenomenon in a network becomes the significant factor of such attention. The fact of the publication of blogs and increasing popularity of bloggers is connected, in our opinion, with an increasing openness of a blog sphere (each record can be commented any user), and accordingly, the Internet as a whole.
The success of an astronomical facility is measured by its scientific impact. A principal metric for this impact is the ensemble of peer-reviewed publications based on the observational data obtained by the facility. We present a comprehensive study of the statistics of the 4190 refereed publications of the Atacama Large Millimeter/Submillimeter Array (ALMA) in the period from 2012 to 2024. The publications have received 169,985 citations and are based on 2670 ALMA projects totalling 19,265 hr of 12 m-array-equivalent observing time. Our study analyses publication statistics related to various aspects, e.g., science categories, geographical distribution, archival research, time to publication, publication fraction, and citations. We also look into the community and compare ALMA with other facilities. We find that ALMA is a high-impact observatory with ~70% of observed projects published, ~40% of publications making use of archival data in 2024, more than 9400 unique authors, and a publication evolution following that of HST and VLT. AI tools are suggested as solutions to assist public agencies with heavy workloads. In public defense -- where a constitutional right to counsel meets the complexities of law, overwhelming caseloads, and constrained resources -- practitioners face especially taxing conditions. Yet, there is little evidence of how AI could meaningfully support defenders' day-to-day work. In partnership with the New Jersey Office of the Public Defender, we develop the NJ BriefBank, a retrieval tool which surfaces relevant appellate briefs to streamline legal research and writing. We show that existing retrieval benchmarks fail to transfer to real public defense research, however adding domain knowledge improves retrieval quality. This includes query expansion with legal reasoning, domain-specific data and curated synthetic examples. To facilitate further research, we release a taxonomy of realistic defender search queries and a manually annotated evaluation dataset for public defense retrieval. This benchmark is highly correlated with a proprietary retrieval dataset annotated by experienced public defenders. Scientific publication is still organized primarily around static manuscripts, even though much of scientific progress depends on tacit know-how: how to run code, reproduce figures, interpret edge cases, choose useful follow-up directions, and avoid failed paths. Large language model agents create an opportunity to publish not only knowledge, but also operational know-how in a form that future readers and researchers can directly use. This paper outlines the Agentic Publication Protocol (APP), a lightweight repository format for packaging a paper together with code, data, environment information, reproducibility instructions, and an agent-facing instruction file. APP treats a version-controlled repository as the publication object and uses \texttt{AGENTS.md} and optional skills to define a paper agent that can explain the work, reproduce key results when possible, and support follow-up research. We describe the design principles and details of the protocol, as well as the agent skills useful for publishing papers under the protocol. Researchers strategically choose where to submit their work in order to maximize its impact, and these publication decisions in turn determine venues' impact factors. To analyze how individual publication choices both respond to and shape venue impact, we introduce a game-theoretic framework, coined the Publication Choice Problem, that captures this two-way interplay. We show the existence of a pure-strategy equilibrium in the Publication Choice Problem and its uniqueness under binary researcher types. Our characterizations of the equilibrium properties offer insights about what publication behaviors better indicate a researcher's impact level. Through equilibrium analysis, we further investigate how labeling papers with ``spotlight'' affects the impact factor of venues in the research community. Our analysis shows that competitive venue labeling top papers with ``spotlight'' may decrease the overall impact of other venues in the community, while less competitive venues with ``spotlight'' labeling have the opposite impact.
The introduction of network science approaches into public transport research has seen great advances in the past 15 years. However, it has become apparent that monolayer networks are often not sufficient to model and analyse real-world systems in sufficient detail. In the last decade, the theory of multilayer networks has proven to be an invaluable tool in various disciplines, including transport. Multilayer networks consist of layers of networks that are coupled among themselves. This enables modelling of complex systems with heterogeneous elements and relations between them. Although there is a body of work in public transport research that uses multilayer networks, the related literature is scattered, lacking unified terminology and agreed-upon approaches. We posit that there is vast uncovered potential in using multilayer network approaches to public transport modelling, planning, and operations. We first present the basic formalisms of multilayer networks with a focus on how they (may) relate to public transport networks. We formalise the notion of an anonymous public announcement in the tradition of public announcement logic. Such announcements can be seen as in-between a public announcement from ``the outside" (an announcement of $φ$) and a public announcement by one of the agents (an announcement of $K_aφ$): we get more information than just $φ$, but not (necessarily) about exactly who made it. Even if such an announcement is prima facie anonymous, depending on the background knowledge of the agents it might reveal the identity of the announcer: if I post something on a message board, the information might reveal who I am even if I don't sign my name. Furthermore, like in the Russian Cards puzzle, if we assume that the announcer's intention was to stay anonymous, that in fact might reveal more information. In this paper we first look at the case when no assumption about intentions are made, in which case the logic with an anonymous public announcement operator is reducible to epistemic logic. We then look at the case when we assume common knowledge of the intention to stay anonymous, which is both more complex and more interesting: in several ways it boils down to the notion of a ``safe" announce
Effectively engaging the public with science is vital for fostering trust and understanding in our scientific community. Yet, with an ever-growing volume of information, science communicators struggle to anticipate how audiences will perceive and interact with scientific news. In this paper, we introduce a computational framework that models public perception across twelve dimensions, such as newsworthiness, importance, and surprisingness. Using this framework, we create a large-scale science news perception dataset with 10,489 annotations from 2,101 participants from diverse US and UK populations, providing valuable insights into public responses to scientific information across domains. We further develop NLP models that predict public perception scores with a strong performance. Leveraging the dataset and model, we examine public perception of science from two perspectives: (1) Perception as an outcome: What factors affect the public perception of scientific information? (2) Perception as a predictor: Can we use the estimated perceptions to predict public engagement with science? Affective polarization and political sorting drive public antagonism around climate change and other issues at the science-policy nexus. We study cross-domain spillover of incivility in public engagements with climate change and public health on Twitter and Reddit using the COVID-19 period as a case study. We find strong evidence of the signatures of affective polarization surrounding COVID-19 spilling into the climate change domain. Across different social media systems, COVID-19 content is associated with incivility in climate discussions. These patterns of increased antagonism were responsive to pandemic events that made the link between science and public policy more salient. The observed spillover activated along pre-pandemic political cleavages, specifically anti-internationalist populist beliefs, that linked climate policy opposition to vaccine hesitancy. Our findings show how affective polarization in public engagement with science becomes entrenched across policy domains, which has implications for how the public engages with and communicates about issues such as climate change and public health.
As Artificial Intelligence (AI) increasingly influences various aspects of society, there is growing public interest in its potential benefits and risks. In this paper we present results of public perception of AI from a survey conducted with 10,000 respondents spanning ten countries in four continents around the world. The results show that currently an equal percentage of respondents who believe AI will change the world as we know it, also believe AI needs to be heavily regulated. However, our findings also indicate that despite the general sentiment among the global public that AI will replace workers, if a company were to use AI to innovate to improve lives, the public would be more likely to think highly of the company, purchase from them and even be interested in a job in that company. Our results further reveal that the global public largely views AI as a tool for problem solving. These nuanced results underscore the importance of AI directed towards challenges that the public would like science and technology-based innovations to address. We present a quantum network that distributes entangled photons between the University of Illinois Urbana-Champaign and a public library in Urbana. The network allows members of the public to perform measurements on the photons. We describe its design and implementation and outreach based on the network. Over 400 instances of public interaction have been logged with the system since it was launched in November 2023.
We study situations where a group of voters need to take a collective decision over a number of public issues, with the goal of getting a result that reflects the voters' opinions in a proportional manner. Our focus is on interconnected public decisions, where the outcome on one or more issues has repercussions on the acceptance or rejection of other issues in the agenda. We show that the adaptation of classical justified-representation axioms to this enriched setting are always satisfiable only for restricted classes of public agendas. We adapt well-known proportional decision rules to take the structure of the public agenda into account, and we show that they match justified-representation properties in approximation on a class of expressive constraints. We also identify another path to achieving proportionality on interconnected issues via an adaptation of the notion of priceability.
Technologies adopted by the public sector have transformed the work practices of employees in public agencies by creating different means of communication and decision-making. Although much of the recent research in the future of work domain has concentrated on the effects of technological advancements on public sector employees, the influence on work practices of external stakeholders engaging with this sector remains under-explored. In this paper, we focus on a digital platform called OneStop which is deployed by several building departments across the U.S. and aims to integrate various steps and services into a single point of online contact between public sector employees and the public. Drawing on semi-structured interviews with 22 stakeholders, including local business owners, experts involved in the construction process, community representatives, and building department employees, we investigate how this technology transition has impacted the work of these different stakeholders. We are increasingly subjected to the power of AI authorities. As AI decisions become inescapable, entering domains such as healthcare, education, and law, we must confront a vital question: how can we ensure AI systems have the legitimacy necessary for effective governance? This essay argues that to secure AI legitimacy, we need methods that engage the public in designing and constraining AI systems, ensuring these technologies reflect the community's shared values. Constitutional AI, proposed by Anthropic, represents a step towards this goal, offering a model for democratic control of AI. However, while Constitutional AI's commitment to hardcoding explicit principles into AI models enhances transparency and accountability, it falls short in two crucial aspects: addressing the opacity of individual AI decisions and fostering genuine democratic legitimacy. To overcome these limitations, this essay proposes "Public Constitutional AI." This approach envisions a participatory process where diverse stakeholders, including ordinary citizens, deliberate on the principles guiding AI development. The resulting "AI Constitution" would carry the legitimacy of popular authorship, grounding AI
