This article argues that compulsory public powers are justified only if they meet the following criteria: there is a significant risk of transmission of the acquired immune deficiency syndrome (AIDS) virus; the public health response is efficacious in preventing a primary mode of transmission of the virus; the economic, practical, or human rights burdens are not disproportionate to the public health benefits; and the public health power is the least restrictive alternative that would prevent viral transmission. The author carefully examines the levels of risk posed by behavior which can potentially transmit human immunodeficiency virus (HIV), and demonstrates that compulsory state powers have little place in fighting a disease epidemic.
Recently, pretrained language models based on BERT have been introduced for the French biomedical domain. Although these models have achieved state-of-the-art results on biomedical and clinical NLP tasks, they are constrained by a limited input sequence length of 512 tokens, which poses challenges when applied to clinical notes. In this paper, we present a comparative study of three adaptation strategies for long-sequence models, leveraging the Longformer architecture. We conducted evaluations of these models on 16 downstream tasks spanning both biomedical and clinical domains. Our findings reveal that further pre-training an English clinical model with French biomedical texts can outperform both converting a French biomedical BERT to the Longformer architecture and pre-training a French biomedical Longformer from scratch. The results underscore that long-sequence French biomedical models improve performance across most downstream tasks regardless of sequence length, but BERT based models remain the most efficient for named entity recognition tasks.

The U.S. Geological Survey (USGS) measured elevated PCB concentrations in stream-sediment samples collected during 2007–9 from Leon Creek at Lackland Air Force Base (now known as Joint Base San Antonio-Lackland; the sampling site at this base is hereinafter referred to as the “Joint Base site”) and sites on Leon Creek downstream from the base. This report describes the occurrence and concentrations of selected trace elements and halogenated organic compounds (pesticides, flame retardants, and PCBs) and potential sources of PCBs in stream-sediment samples collected from four sites on Leon Creek during 2012–14. In downstream order, sediment samples were collected from Leon Creek at northwest Interstate Highway 410 (Loop 410), Rodriguez Park, Morey Road, and Joint Base. The USGS periodically collected streambed-sediment samples during low flow and suspended-sediment samples during high flow. Trace element concentrations were low compared to the consensus-based sediment-quality guidelines (SQGs) for the threshold effect concentration (TEC) and probable effect concentration (PEC). Adverse effects to benthic biota are not expected at concentrations less than the TEC and are expected at concentrations greater than the PEC. No trace element concentrations were greater than the PEC in any of the samples. Trace element concentrations were greatest at the Morey Road and Joint Base sites and exceeded the TECs by 41 and 27 percent, respectively. Trace element concentrations were lowest at the Rodriguez Park and Loop 410 sites and exceeded the TECs by 18 and 14 percent, respectively. Pesticides that have been banned for several decades are commonly detected in Leon Creek stream sediments, particularly the chlordane compounds. Chlordane compounds were detected in 84 percent of the samples and at every sample collection site. The samples collected from the Rodriguez Park site had the most pesticide compounds detected. Only samples collected from the Joint Base site had dichlorodiphenyldichloroethane (DDD), dichlorodiphenyldichloroethylene (DDE), or dichlorodiphenyltrichloroethane (DDT) concentrations greater than the TEC, and a few were also greater than the PEC. Flame retardants were found at every site on Leon Creek where stream sediments were collected; however, a few compounds were frequently detected in the laboratory reagent blanks so their detections in the environmental samples may not be from local sources. Consensus-based SQGs were not available for flame retardants so samples were compared to Environment Canada Federal Environmental Quality Guidelines (FEQGs). The concentrations of flame retardants generally were greater in the suspended-sediment samples than the streambed-sediment samples and greater than the FEQGs in many cases. Eighteen PCB congeners were quantified in the sediment samples collected from Leon Creek. The samples collected from the Joint Base site had the most frequent PCB congener detections. Total PCB concentrations, computed as the sum of the 18 congeners by using the Kaplan-Meier method for left-censored environmental data, were much smaller than the TEC of 59.8 micrograms per kilogram (μg/kg). When detected, the concentrations of total PCBs in the stream-sediment samples collected from Leon Creek during 2012–14 ranged from an estimated 0.2 to 8.7 μg/kg. Sediment samples collected from Leon Creek by the USGS during 2007–9 and 2012–14 at a total of eight sites following identical field and laboratory methods were evaluated to determine if potential PCB sources could be identified. Total PCB concentrations in the sediment samples collected upstream from the Joint Base site were low or nondetections; while concentrations in the samples collected on and downstream from the Joint Base site were greater. Congeners 180 and 138 constituted the greatest proportion of the PCB mixture in samples collected upstream from, on, and downstream from the Joint Base site. Upstream from the Joint Base site, congeners 180 and 138 constituted 50 percent and 35 percent respectively of the PCBs congeners found in the samples. On and downstream from the Joint Base site, congeners 180 and 138 constituted 80 percent and 13 percent respectively of the PCBs congeners found in the samples. Chi-square (C2) tests also indicate that samples collected from the Loop 410 site were statistically different from samples collected from the Joint Base site and sites downstream. The PCB congener pattern in the Leon Creek samples is most like the congener mixture in Aroclor 1260, which is chemically similar to the PCBs detected in the fish samples that resulted in the 2003 fish consumption advisory.
Temperature-emissivity-texture (TeX) decomposition seeks to recover object heat state, material spectral response, and visible-like geometric texture from long-wave infrared hyperspectral imaging (LWIR HSI). Existing TeX pipelines are mainly scene-specific inverse solvers, and the lack of paired LWIR HSI-TeX supervision has limited learning-based decomposition. To address this gap, we introduce TeX-1500, a large-scale paired LWIR HSI-TeX dataset and benchmark for supervised HSI-to-TeX decomposition. TeX-1500 contains 1,522 calibrated real-scene pairs from DARPA Invisible Headlights (DARPA IH) pushbroom imagery and our FTIR acquisitions, covering five locations, four seasons, diverse acquisition times, heterogeneous wavelength layouts, and two sensor families. Each sample stores a calibrated valid-band radiance cube, calibrated wavelength positions, and aligned temperature, emissivity, and texture supervision constructed through a consistent restoration and TeX-construction protocol. We further provide TeX-UNet, a simple wavelength-aware baseline that maps calibrated HSI bands and wavelength positions to TeX fields. Experiments on the held-out DARPA IH pushbroom scenes and zero-/few-shot transfer to FTIR scenes show that TeX-1500 provides usable paired supervision and a measurable benchmark for data-driven physical-property-centered thermal perception.
Abstract Over the last decade, supervised deep learning on manually annotated big data has been progressing significantly on computer vision tasks. But, the application of deep learning in medical image analysis is limited by the scarcity of high-quality annotated medical imaging data. An emerging solution is self-supervised learning (SSL), among which contrastive SSL is the most successful approach to rivalling or outperforming supervised learning. This review investigates several state-of-the-art contrastive SSL algorithms originally on natural images as well as their adaptations for medical images, and concludes by discussing recent advances, current limitations, and future directions in applying contrastive SSL in the medical domain.

Although Acquired Immune Deficiency Syndrome (Aids) is both a social and a medical problem, scholars largely concur that it has been imbued with meanings beyond its medical signification. Attempts to objectify the reality of Aids by authoritative claimants within medical science, within the news media and between them seem to have produced multiple realities of the disease. This study rejects the moral panic argument of early research on Aids and proposes instead the social problems constructionist theory and the critical argument of medicalisation. Empirical evidence, obtained through content analysis of all United States national news networks-ABC, NBC, CBS, PBS-and five local Chicago news networks---WGN-9, WTW-11, WBBM-2, WLS-7 and WMAQ-5---as well as survey of 200 students and 200 non-students in the city of Chicago, point out disjunctures in the representation of Aids and responses to Aids messages. However, no major differences were observable between networks in the coverage of Aids news and between groups of respondents, no major differences were observable with regard to knowledge and understanding of Aids. Generally, network television news was noted to give prominent, medically metaphorised coverage to Aids. While television news discourse appeared to have demedicalised homosexuality due in large measure to gay activism, children and race seemed medicalised. Subtly, television news tended to perpetuate a particular set of values providing as such common definitions of reality through the consensual depiction of normal and deviant. Television Aids news discourse seemed not to accurately reflect the actual incidence of Aids among groups of people in the United States or the actual difficulties of Aids research within medical science. Incongruencies were noted between audiences' construction of Aids and television portrayal of Aids as well as the real world of Aids. Although audiences were well-informed about Aids, sympathetic toward PWAs and largely denied Aids was a homosexual disease, yet they mostly blamed television for constructing Aids as a homosexual disease which they mostly said was not realistic. Furthermore, the more educated light viewers were somewhat more skeptical and critical of television presentation of Aids. Constructionists argument that social problems are not objective conditions is supported by highlighting the role of television news in the initial stage of the definitional process of social problems and underscoring that illnesses, such as Aids, tend to be impregnated with denial and blame in the construction of reality. Television, based on news values, made claims by selectively representing the claims, interest and values of the powerful.
