This paper presents the IT-IST submission to the IWSLT 2025 Shared Task on Instruction Following Speech Processing. We submit results for the Short Track, i.e., speech recognition, translation, and spoken question answering. Our model is a unified speech-to-text model that integrates a pre-trained continuous speech encoder and text decoder through a first phase of modality alignment and a second phase of instruction fine-tuning. Crucially, we focus on using small-scale language model backbones (< 2B) and restrict to high-quality, CC-BY data along with synthetic data generation to supplement existing resources.

The aim of this study is the characterization of the computing resources used by researchers at the "Instituto de Astrofísica de Canarias" (IAC). Since there is a huge demand of computing time and we use tools such as HTCondor to implement High Throughput Computing (HTC) across all available PCs, it is essential for us to assess in a quantitative way, using objective parameters, the performances of our computing nodes. In order to achieve that, we have run a set of benchmark tests on a number of different desktop and laptop PC models among those used in our institution. In particular, we run the "Polyhedron Fortran Benchmarks" suite, using three different compilers: GNU Fortran Compiler, Intel Fortran Compiler and the PGI Fortran Compiler; execution times are then normalized to the reference values published by Polyhedron. The same tests were run multiple times on a same PCs, and on 3 to 5 PCs of the same model (whenever possible) to check for repeatability and consistency of the results. We found that in general execution times, for a given PC model, are consistent within an uncertainty of about 10%, and show a gain in CPU speed of a factor of about 3 between the oldest PCs used a

Legal corpora for Natural Language Processing (NLP) are valuable and scarce resources in languages like Spanish due to two main reasons: data accessibility and legal expert knowledge availability. INESData 2024 is a European Union funded project lead by the Universidad Politécnica de Madrid (UPM) and developed by Instituto de Ingeniería del Conocimiento (IIC) to create a series of state-of-the-art NLP resources applied to the legal/administrative domain in Spanish. The goal of this paper is to present the Corpus of Legal Spanish Contract Clauses (3CEL), which is a contract information extraction corpus developed within the framework of INESData 2024. 3CEL contains 373 manually annotated tenders using 19 defined categories (4 782 total tags) that identify key information for contract understanding and reviewing.
The atmosphere provides a large set of experimental conditions on which cosmic-ray induced high-energy hadron interactions can take place. These conditions include: sudden changes in the atmospheric pressure, temperature, and in the local electric and magnetic fields. In this talk we introduce the Piritakua (flash of lightning, in the language of the pre-Columbian Purépecha Empire in Mexico) project, a cosmic-ray detector located at the Instituto de Física of UNAM, in Mexico City at 2280 m. a.s.l. The experiment consists of a small array of scintillator detectors, which use the electronics developed by the CosmicWatch project. The scintillators operate simultaneously with an electric field meter, a magnetometer, a meteorological station, and a hemispheric camera. We propose to use Piritakua to study the modification of the secondary particle production and propagation under sudden variations in the standard atmospheric properties. We present the current status and the first results of the experiment.
This study investigates the climatic index time series over the most recent 80 years, using monthly mean values from the Pacific Decadal Oscillation Index (PDO), Southern Oscillation Index (SOI), and monthly solar activity represented by sunspot numbers (MS), obtained from the National Weather Service Climate Prediction Center and the World Data Center SILSO, Royal Observatory of Belgium, Brussels. The statistical software R was used with the \texttt{WaveletComp} package to generate Morlet wavelet power spectra, and bivariate cross-wavelet analysis using the \texttt{biwavelet} package. The results show predominant cycles with variability scales of 32, 64, 128, and 256 months, corresponding approximately to 2.66, 5.33, 10.66, and 21.33 years. These frequencies are observed in the period from January 1933 to September 2016, totaling 993 months (82.75 years), characterizing decadal and multidecadal variability. These multidecadal cycles (of the order of 10.66 and 21.33 years) suggest a possible association with solar activity variability and climate variability in the ocean-atmosphere system. Rainfall data from January 1951 to September 2017 were analyzed for Belém, São Luiz, Fortalez
The Istituto Nazionale di Fisica Nucleare-Laboratori Nazionali del Gran Sasso (LNGS) is one of the largest underground physics laboratory, a very peculiar environment suited for experiments in Astroparticle Physics, Nuclear Physics and Fundamental Symmetries. The newly established Bellotti Ion Beam facility represents a major advance in the possibilities of studying nuclear processes in an underground environment. A workshop was organized at LNGS in the framework of the Nuclear Physics Mid Term Plan in Italy, an initiative of the Nuclear Physics Division of the Instituto Nazionale di Fisica Nucleare to discuss the opportunities that will be possible to study in the near future by employing state-of-the-art detection systems. In this report, a detailed discussion of the outcome of the workshop is presented.
The Large Millimeter Telescope Alfonso Serrano (LMT), is the largest millimeter radio telescope in the world, and was founded in 2006. This radio telescope is the final product of a collaboration agreement between Mexico and the United States in the 1990s. It is located on top of an extinct volcano in Mexico at an altitude of 4600 meters above sea level. In 2018, the University of Manchester and the Rutherford Appleton Laboratory signed an agreement with the Instituto Nacional de Astrofisica Optica y Electronica (INAOE) to train Mexican astronomers in high-frequency radio receiver construction techniques by designing an innovative device called Collaborative Heterodyne Amplifier Receiver for Mexico (CHARM) designed to work at a frequency of 345 GHz. The research team, composed of British and Mexican technicians and scientists, installed CHARM at the LMT in 2019 and began testing the equipment until the COVID-19 pandemic shut it down in March 2020. This paper describes the collaboration process between Mexico and the United Kingdom, facilitated by a British institution dedicated to supporting scientific projects in developing countries, the Global Challenges Research Fund (GCRF).
In geostatistics, it is commonly assumed that sampling locations are selected independently of the underlying spatial process. In practice, however, this assumption is frequently violated. In fisheries, for example, sampling sites are often chosen to maximize expected catches, creating a stochastic dependence between the abundance process and the sampling design. Such preferential sampling can introduce substantial bias and compromise statistical inference. This study investigates the use of constructed covariates, based on average distances from nearest neighbours observations, that are able to mitigate preferential sampling. The inclusion of such covariate in the geostatistical model might be able to account for the stochastic dependence of sampling locations on the spatial variable. If this inclusion sufficiently captures the dependence, conventional methods of inference may be applied without resorting to more complex models. The proposed methodology is evaluated through an extensive simulation study that explores a variety of sampling scenarios and spatial configurations. Additionally, we demonstrate the practical utility of the approach using two real-world datasets: one on f
For more than 25 years, the Instituto Argentino de Radioastronomía has been directing efforts from basic research and radio astronomy development to technology transfer projects around Argentina's National Space Plan and to Small and Medium Enterprises. With the surge of COVID-19, our organization's transformation accelerated, bringing new opportunities and challenges which can be applied to impact health, education, processes and businesses. In this article, we explore our efforts to bridge the gap between basic science and the needs of our society.
In this work we characterize the sets $E\subset X$ for which there is some $α>0$ such that the function $d(\cdot,E)^{-α}$ belongs to the Muckenhoupt class $A_1(X,d,μ)$, where $(X,d,μ)$ is a space of homogeneous type, extending a recent result obtained by Carlos Mudarra in metric spaces endowed with doubling measures. In particular, generalizations of the notions of weakly porous sets and doubling of the maximal hole function are given and it is shown that these concepts have a natural connection with the $A_1$ condition of some negative power of its distance function. The proof presented here is based on Whitney-type covering lemmas built on balls of a particular quasi-distance equivalent to the initial quasi-distance $d$ and provided by Roberto Macías and Carlos Segovia in "A well-behaved quasi-distance for spaces of homogeneous type", Trabajos de Matemática 32, Instituto Argentino de Matemática, 1981, 1-18.
This set of notes guided a 2 hour lecture on "Extreme-Mass-Ratio Inspirals in Fundamental Fields for the New Horizons for Psi School and Workshop", hosted at Instituto Superior Tecnico, University of Lisbon, between 1 - 5 July 2024. It introduces how to model asymmetric mass-ratio binaries evolving while immersed in an environment constituted by an ultralight (complex) scalar field using techniques of black hole perturbation theory, and focusing on the simpler example of a spherically symmetric cloud around a non-rotating black hole. A Mathematica notebook with the derivation and solver of the equations of motion of the system is also provided.
The formation of stars, particularly the high-mass star formation, poses several still open questions. Nowadays, thanks to the most modern telescopes and instruments, we are able to observe and analyse many physical and chemical processes involved in the birth of massive stars. This work introduces to the interstellar medium, cradle of the stars, and makes focus on the interstellar structures distributed in the different spatial scales related to the collapse of the gas that gives rise to the star formation processes. Through some current works done by the investigation group of Interstellar Medium, Star Formation and Astrochemistry belonging to Instituto de Astronomía y Física del Espacio (https://interestelariafe.wixsite.com/mediointerestelar), it is shown that the observational study of the star formation is a research that must be carried out in a multispectral way, pointing to the spatial multiscale.
In this work we present the design of the ATLAS unit (Asteroid Terrestrial-impact Last Alert System) that will be installed at Teide Observatory in Tenerife island (Spain). ATLAS-Teide will be built by the Instituto de Astrofisica de Canarias (IAC) and will be operated as part of the ATLAS network in the framework of an operation and science exploitation agreement between the IAC and the ATLAS team at University of Hawaii. ATLAS-Teide will be the first ATLAS unit based on commercial on the shelf (COTS) components. Its design is modular, each module (building block) consist of four Celestron RASA 11 telescopes that point to the same sky field, equipped with QHY600PRO CMOS cameras on an equatorial Direct Drive mount. Each module is equivalent to a 56cm effective diameter telescope and provides a 7.3 deg^2 field of view and a 1.26 arcsec/pix plate scale. ATLAS-Teide will consist of four ATLAS modules in a roll-off roof building. This configuration allows to cover the same sky area of the actual ATLAS telescopes. The first ATLAS module was installed in November 2022 in an existing clamshell at the TO. This module (ATLAS-P) is being used as a prototype to test the system capabilities, d
This work sets out a testing and containment framework developed for reopening universities in Mexico following the lockdown due to COVID-19. We treat diagnostic testing as a resource allocation problem and develop a testing allocation mechanism and practical web application to assist educational institutions in making the most of limited testing resources. In addition to the technical results and tools, we also provide a reflection on our current experience of running a pilot of our framework within the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM), a leading private university in Mexico, as well as on our broader experience bridging research with academic policy in the Mexican context.
We discuss the challenges and findings of organizing an online event in Spanish, consisting of a series of introductory workshops leading up to a quantum hackathon for Latin America. 220 Spanish speakers were registered, 66% of whom self-identified as being at an introductory level of quantum computing. We gain a better picture of the impact of quantum computing in Latin America, and the importance of generating educational resources in Spanish about quantum computing. Additionally, we report results on surveying the participants by country; educational status; self-reported levels of quantum computing, linear algebra, and Python competency; and their areas of interest within quantum. This event was organized by Quantum Universal Education with the Centro de Investigación en Computación del Instituto Politécnico Nacional (CIC-IPN) as the host institution, in collaboration with a number of organizations and companies: IBM Quantum, Xanadu, Multiverse Computing, Quantum Universal Education, Quantum Hispano, QMexico, Haq.ai, Dive in Learning. This was part of a larger event, the Qiskit Fall Fest 2021, as one of several hackathons organized around the world in a similar span of time. In
We present the joint contribution of Unbabel and Instituto Superior Técnico to the WMT 2023 Shared Task on Quality Estimation (QE). Our team participated on all tasks: sentence- and word-level quality prediction (task 1) and fine-grained error span detection (task 2). For all tasks, we build on the COMETKIWI-22 model (Rei et al., 2022b). Our multilingual approaches are ranked first for all tasks, reaching state-of-the-art performance for quality estimation at word-, span- and sentence-level granularity. Compared to the previous state-of-the-art COMETKIWI-22, we show large improvements in correlation with human judgements (up to 10 Spearman points). Moreover, we surpass the second-best multilingual submission to the shared-task with up to 3.8 absolute points.
Aims. Our main targets were to improve the understanding of the main properties of G316.8-0.1 (IRAS 14416-5937) radio source where the DBS 89-90-91 embedded clusters are located, to identify the stellar population present in this region, and to study the interaction of these stars with the interstellar medium. Methods. We analyzed some characteristics of the G316.8-0.1 radio source consulting the SUMSS to study the radio continuum emission at 843 MHz and the H I SGPS at 21 cm. We also used photometric data at the JHK bands in the region of DBS 89-90-91 clusters obtained from the VVV survey and supplemented with 2MASS catalogue. The investigation of possible stars associated with the H II region was complemented with the astrometric analysis using the Gaia Early Data Release 3. To study the young stellar objects we consulted the mid-infrared photometric information from WISE, Spitzer-GLIMPSE Surveys, and MSX point source catalog. Results. The photometric and astrometric research carried out in the IRAS 14416-5937 region allowed us to improve the knowledge about the DBS 89-90-91 embedded clusters and their interaction with the interstellar medium. In the case of DBS 89 cluster, we id
