We sequenced genomes from a $\sim$7,000 year old early farmer from Stuttgart in Germany, an $\sim$8,000 year old hunter-gatherer from Luxembourg, and seven $\sim$8,000 year old hunter-gatherers from southern Sweden. We analyzed these data together with other ancient genomes and 2,345 contemporary humans to show that the great majority of present-day Europeans derive from at least three highly differentiated populations: West European Hunter-Gatherers (WHG), who contributed ancestry to all Europeans but not to Near Easterners; Ancient North Eurasians (ANE), who were most closely related to Upper Paleolithic Siberians and contributed to both Europeans and Near Easterners; and Early European Farmers (EEF), who were mainly of Near Eastern origin but also harbored WHG-related ancestry. We model these populations' deep relationships and show that EEF had $\sim$44% ancestry from a "Basal Eurasian" lineage that split prior to the diversification of all other non-African lineages.
We have studied the efficiency of research in the EU by a percentile-based citation approach that analyzes the distribution of country papers among the world papers. Going up in the citation scale, the frequency of papers from efficient countries increases while the frequency from inefficient countries decreases. In the percentile-based approach, this trend, which is permanent at any citation level, is measured by the ep index that equals the Ptop 1%/Ptop 10% ratio. By using the ep index we demonstrate that EU research on fast-evolving technological topics is less efficient than the world average and that the EU is far from being able to compete with the most advanced countries. The ep index also shows that the USA is well ahead of the EU in both fast- and slow-evolving technologies, which suggests that the advantage of the USA over the EU in innovation is due to low research efficiency in the EU. In accord with some previous studies, our results show that the European Commission's ongoing claims about the excellence of EU research are based on a wrong diagnosis. The European Union Emissions Trading System is set to substantially increase the effective carbon price faced by airlines. To quantify the impact of this carbon regulation on the European airline industry, we estimate a two-stage model of airline competition with endogenous route entry, flight frequencies, and pricing using European data on market shares and prices. Counterfactual simulations reveal that the impacts of carbon pricing are highly asymmetric across carrier types and market segments. Consumer surplus declines by up to 25% overall, with medium-haul markets bearing the brunt at up to 90%, while short-haul markets experience positive net welfare gains (including carbon revenue and the social value of avoided emissions) as airlines reallocate capacity toward shorter routes. We find that airline profits decline by 8-45% across scenarios, while carbon tax revenue of $0.9-3.1 billion and a social value of avoided CO2 emissions of $0.5-1.4 billion partially offset the welfare losses. We also show that a hypothetical Wizz Air-Ryanair merger primarily benefits firm profits through network expansion synergies.
A new European Union Vulnerability Database (EUVD) was introduced via a legislative act in 2022. The paper examines empirically the meta-data content of the new EUVD. According to the results, actively exploited vulnerabilities archived to the EUVD have been rather severe, having had also high exploitation prediction scores. In both respects they have also surpassed vulnerabilities coordinated by European public authorities. Regarding the European authorities, the Spanish public authority has been particularly active. With the exceptions of Finland, Poland, and Slovakia, other authorities have not engaged thus far. Also the involvement of the European Union's own cyber security agency has been limited. These points notwithstanding, European coordination and archiving to the EUVD exhibit a strong growth trend. With these results, the paper makes an empirical contribution to the ongoing work for better understanding European cyber security governance and practice.
Search engines are commonly used for online political information seeking. Yet, it remains unclear how search query suggestions for political searches that reflect the latent interest of internet users vary across countries and over time. We provide a systematic analysis of Google search engine query suggestions for European and national politicians. Using an original dataset of search query suggestions for European politicians collected in ten countries, we find that query suggestions are less stable over time in politicians' countries of origin, when the politicians hold a supranational role, and for female politicians. Moreover, query suggestions for political leaders and male politicians are more similar across countries. We conclude by discussing possible future directions for studying information search about European politicians in online search.
Affective polarization, characterized by increased negativity and hostility towards opposing groups, has become a prominent feature of political discourse worldwide. Our study examines the presence of this type of polarization in a selection of European parliaments in a fully automated manner. Utilizing a comprehensive corpus of parliamentary speeches from the parliaments of six European countries, we employ natural language processing techniques to estimate parliamentarian sentiment. By comparing the levels of negativity conveyed in references to individuals from opposing groups versus one's own, we discover patterns of affectively polarized interactions. The findings demonstrate the existence of consistent affective polarization across all six European parliaments. Although activity correlates with negativity, there is no observed difference in affective polarization between less active and more active members of parliament. Finally, we show that reciprocity is a contributing mechanism in affective polarization between parliamentarians across all six parliaments.
The Nuclear Physics European Collaboration Committee ( NuPECC, http://nupecc.org/ ) hosted by the European Science Foundation represents today a large nuclear physics community from 23 countries, 3 ESFRI (European Strategy Forum for Research Infrastructures) nuclear physics infrastructures and ECT* (European Centre for Theoretical Studies in Nuclear Physics and Related Areas), as well as from 4 associated members and 10 observers. As stated in the NuPECC Terms of Reference one of the major objectives of the Committee is: "on a regular basis, the Committee shall organise a consultation of the community leading to the definition and publication of a Long Range Plan (LRP) of European nuclear physics". To this end, NuPECC has in the past produced five LRPs: in November 1991, December 1997, April 2004, December 2010, and November 2017. The LRP, being the unique document covering the whole nuclear physics landscape in Europe, identifies opportunities and priorities for nuclear science in Europe and provides national funding agencies, ESFRI, and the European Commission with a framework for coordinated advances in nuclear science. This paper studies systemic-risk connectedness in the European insurance sector at three levels of granularity: across major segments of financial markets, across insurance subsectors, and across individual insurance companies. Using a common connectedness framework applied to returns, volatility, value-at-risk, and expected shortfall, we document that insurers are an important component of systemic-risk connectedness, especially during stress episodes. We also provide reduced-form evidence on economically relevant channels in the European institutional setting: aggregate insurer spillovers co-move with term spreads, sovereign spreads, and funding stress, and firm-level insurer-to-bank spillovers vary with sovereign risk and domestic sovereign-bond home bias in a way consistent with a balance-sheet channel. The analysis further reveals substantial heterogeneity across subsectors and identifies a stable core of systemically central insurers in firm-level networks.
The latest update of the European Strategy for Particle Physics stimulated the preparation of the European Detector Roadmap document in 2021 by the European Committee for Future Accelerators ECFA. This roadmap, defined during a bottom-up process by the community, outlines nine technology domains for HEP instrumentation and pinpoints urgent R&D topics, known as Detector R&D Themes (DRDTs). Task forces were set for each domain, leading to Detector R&D Collaborations (DRDs), now hosted at CERN. After an intensive period over the last months, seven DRD collaborations have been established, which are now starting to set up their collaboration structures and begin to work. One is still in the preparation phase. In this publication, I will give an overview of the set-up process and the current status of all DRD collaborations covering detector developments in the field of gaseous detectors, noble liquid detectors for rare event searches, semiconductor detectors, photodetectors and concepts for particle ID, quantum sensors, calorimetry, electronics for HEP instrumentation and mechanical and integration aspects.
The recovery and resilience of the cultural and creative sectors after the COVID-19 pandemic is a current topic with priority for the European Commission. Cultural gems is a crowdsourced web platform managed by the Joint Research Centre of the European Commission aimed at creating community-led maps as well as a common repository for cultural and creative places across European cities and towns. More than 130,000 physical locations and online cultural activities in more than 300 European cities and towns are currently tracked by the application. The main objective of Cultural gems consists in raising a holistic vision of European culture, reinforcing a sense of belonging to a common European cultural space. This data article describes the ontology developed for Cultural gems, adopted to represent the domain of knowledge of the application by means of FAIR (Findable, Accessible, Interoperable, Reusable) principles and following the paradigms of Linked Open Data (LOD). We provide an overview of this dataset, and describe the ontology model, along with the services used to access and consume the data.
Synergies between MAchine learning, Real-Time analysis and Hybrid architectures for efficient Event Processing and decision-making (SMARTHEP) is a European Training Network, training a new generation of Early Stage Researchers (ESRs) to advance real-time decision-making, driving data-collection and analysis towards synonymity. SMARTHEP brings together scientists from major LHC collaborations at the frontiers of real-time analysis (RTA) and key specialists from computer science and industry. By solving concrete problems as a community, SMARTHEP will further the adoption of RTA techniques, enabling future High Energy Physics (HEP) discoveries and generating impact in industry. ESRs will contribute to European growth, leveraging their hands-on experience in machine learning and accelerators towards commercial deliverables in fields that can profit most from RTA, e.g., transport, manufacturing, and finance. This contribution presents the training and outreach plan for the network, and is intended as an opportunity for further collaboration and feedback from the CHEP community.
The rise of Large Language Models (LLMs) has revolutionized natural language processing across numerous languages and tasks. However, evaluating LLM performance in a consistent and meaningful way across multiple European languages remains challenging, especially due to the scarcity of language-parallel multilingual benchmarks. We introduce a multilingual evaluation approach tailored for European languages. We employ translated versions of five widely-used benchmarks to assess the capabilities of 40 LLMs across 21 European languages. Our contributions include examining the effectiveness of translated benchmarks, assessing the impact of different translation services, and offering a multilingual evaluation framework for LLMs that includes newly created datasets: EU20-MMLU, EU20-HellaSwag, EU20-ARC, EU20-TruthfulQA, and EU20-GSM8K. The benchmarks and results are made publicly available to encourage further research in multilingual LLM evaluation.
The preparedness and readiness of Europe is currently being challenged not only by Russia, but since recently also by its long-standing allies. In response to the evolving external security environment, the EU's White Paper on European Defence Readiness 2030 outlines the key defence issues in Europe - including critical capability gaps of forces, challenges of the defence industry such as fragmented defence market and military mobility. Leveraging an empirically validated general equilibrium multi-sector model with ambiguity and risk, this study assesses how prepared is Europe to address protracted conflicts and systemic shocks. Exploring what strategies could enhance European readiness, scenario analysis of a hypothetical total trade war imply that today's existing problems will only be amplified by systemic shocks, if not addressed timely and in a targeted way.
Cultural gems is a web application conceived by the European Commission's Joint Research Centre (DG JRC), which aims at engaging people and organisations across Europe to create a unique repository of cultural and creative places. The main goal is to provide a vision of European culture in order to strengthen a sense of identity within a single European cultural realm. Cultural gems maps more than 130,000 physical places in over 300 European cities and towns, and since 2020 it also lists online cultural initiatives. The new release aims, among other, to increase the interoperability of the application. At this purpose, we provide an overview on the current development of an ontology for Cultural gems used to map cultural heritage in European cities by using Linked Open Data (LOD) standards, and making the data FAIR, that is Findable, Accessible, Interoperable, and Reusable. We provide an overview of the methodology, presenting the structure of the ontology, and the services and tools we are currently building on top.
Brazilian Portuguese and European Portuguese are two varieties of the same language and, despite their close similarities, they exhibit several differences. However, there is a significant disproportion in the availability of resources between the two variants, with Brazilian Portuguese having more abundant resources. This inequity can impact the quality of translation services accessible to European Portuguese speakers. To address this issue, we propose the development of a Brazilian Portuguese to European Portuguese translation system, leveraging recent advancements in neural architectures and models. To evaluate the performance of such systems, we manually curated a gold test set comprising 500 sentences across five different topics. Each sentence in the gold test set has two distinct references, facilitating a straightforward evaluation of future translation models. We experimented with various models by fine-tuning existing Large Language Models using parallel data extracted from movie subtitles and TED Talks transcripts in both Brazilian and European Portuguese. The Northern European Enclosure Dam (NEED) is a hypothetical project to prevent flooding in European countries following the rising ocean level due to melting arctic glaciers. This project involves the construction of two large dams between Scotland and Norway, as well as England and France. The anticipated cost of this project is 250 to 500 billion euros. In this paper, we present the simulation of the aftermath of flooding on the European coastline caused by a catastrophic break of this hypothetical dam. From our simulation results, we can observe that there is a traveling wave after the accident, with a velocity of around 10 kilometers per hour, raising the sea level permanently inside the dammed region. This observation implies a need to construct additional dams or barriers protecting the northern coastline of the Netherlands and the interior of the Baltic Sea. Our simulations have been obtained using the following building blocks. First, a graph transformation model was applied to generate an adaptive mesh approximating the topography of the Earth. The European Open Science Cloud aims to make all data Findable, Accessible, Interoperable and Reusable. By far the largest community of users of the European Open Science Cloud is the science-inclined public. These users need a more curated experience of open science than subject specialists, but nevertheless make very substantial research contributions in open science, especially in crowdsourced data mining, i.e. citizen science. This short, non-technical invited review presents applications of citizen science in the European Open Science Cloud, with a particular focus on astrophysics and astroparticle physics.
This study examines the key factors that affect European reactions to artificial intelligence (AI) in the context of both full and flawed democracies in Europe. Analysing a dataset of 4,006 respondents, categorised into full democracies and flawed democracies based on the Democracy Index developed by the Economist Intelligence Unit (EIU), this research identifies crucial factors that shape European attitudes toward AI in these two types of democracies. The analysis reveals noteworthy findings. Firstly, it is observed that flawed democracies tend to exhibit higher levels of trust in government entities compared to their counterparts in full democracies. Additionally, individuals residing in flawed democracies demonstrate a more positive attitude toward AI when compared to respondents from full democracies. However, the study finds no significant difference in AI awareness between the two types of democracies, indicating a similar level of general knowledge about AI technologies among European citizens. Moreover, the study reveals that trust in AI measures, specifically "Trust AI Solution", does not significantly vary between full and flawed democracies. This suggests that despite th
The European Solar Telescope (EST) is a project aimed at studying the magnetic connectivity of the solar atmosphere, from the deep photosphere to the upper chromosphere. Its design combines the knowledge and expertise gathered by the European solar physics community during the construction and operation of state-of-the-art solar telescopes operating in visible and near-infrared wavelengths: the Swedish 1m Solar Telescope (SST), the German Vacuum Tower Telescope (VTT) and GREGOR, the French Télescope Héliographique pour l'Étude du Magnétisme et des Instabilités Solaires (THÉMIS), and the Dutch Open Telescope (DOT). With its 4.2 m primary mirror and an open configuration, EST will become the most powerful European ground-based facility to study the Sun in the coming decades in the visible and near-infrared bands. EST uses the most innovative technological advances: the first adaptive secondary mirror ever used in a solar telescope, a complex multi-conjugate adaptive optics with deformable mirrors that form part of the optical design in a natural way, a polarimetrically compensated telescope design that eliminates the complex temporal variation and wavelength dependence of the telesco
